1 tablespoon whole cumin seeds
4 garlic cloves, smashed
3/4 cup packed fresh cilantro leaves, divided
2 tablespoons fresh lime juice
1 tablespoon soy sauce
2 teaspoons ancho chile powder
2 1/4 teaspoons kosher salt, divided
